The Elder Gods weren't really given names in Mortal Kombat. However, I'd like to assume these gods actually play a part in the Mortal Kombat universe. Just a note that Pan Gu would be the One Being and Tong Tian Jiao Zhu would be Shinnok. Now here they are...
The Jade Emperor is the Supreme Elder God. He would be the one who calls for the affairs of the world. He would only intervene when all realms are in disaster. Other than that, he has delegated the tasks to many gods and goddesses. His possible reason for not directly intervening is because he fears that such actions would reawaken the One Being and end all the realms themselves. He presumably holds the mandate of the Mortal Kombat tournament and stamps the seal of approval every time he accepts a challenge.
Wang Mu Niang Niang or Queen Mother of Heaven is the wife of the Jade Emperor and Empress of Heaven. A peach banquet is held every 3,000 years because that's the only time the peaches would bloom. She and the Jade Emperor had sons and daughters. Their firstborn son is the Crown Prince of Heaven, the Second Prince and the Third Prince who may be considered as kings. She would be currently the Supreme Elder Goddess.

Yan Wang (or Yama in Indian) would NOT be the source of Shinnok since he's not a bad guy. He would be equivalent to Hadesin Greek mythology where all dead men and women of all the realms must report to him and be judged according to their deeds. He would be in charge of locking up bad elements such as the fallen Elder God Shinnok (Tong Tian Jiao Zhu) in the Netherrealm. Chances are the merger with Earthrealm prevented him from passing judgment to Johnny Cage (or he was probably just too annoyed by him) which might have allowed both Shinnok and Quan Chi to temporarily overthrow him. He presumably got his seat back before Armageddon and may be wanting to throw out Liu Kang and Kitana from his spire at the Netherrealm. Why Midway called him Lucifer is a big error if you ask me!
