Shang Tsung has been no doubt considered a broken, overpowered character in previous installments of Mortal Kombat. Getting rid of his ability to morph altogether made the 3D games tolerable. Though, that ability was somehow returned in the reboot for the two games namely Mortal Kombat (2011) or referred to as MK9, and Mortal Kombat 11 (MK11). The ability was limited to the extent that Shang Tsung can now only morph into the OPPONENT via Soul Steal. Shang Tsung has the ability to do limited morphs in MK11 through the variation system by selecting certain ninja moves within a limit.
How do I think Shang Tsung is still potentially broken? Casual gamers like myself wouldn't have the time to memorize or analyze all the Dial-a-Combos in MK9 or MK11. However, take the serious player who would practice all characters or memorize even long combos (such as Tekken players). If the person has a strong devotion - they could slowly memorize all the moves of MK9 and MK11 in no time - something I'd NEVER do. After knowing all the movies - any Shang Tsung player can still be potentially deadly because of the Soul Steal move.
The Soul Steal move makes Shang Tsung copy the opponent's moves for a few seconds. Enhanced, it'd take longer. The move also grants a temporary damage boost. However, it'd be a bummer if you don't know how to play as your opponent. It also requires a lot of quick reflexes too as Shang Tsung can revert at any time. However, with a mastery of all characters, a Shang Tsung player would be able to copy the opponent and do heavier combo damage until the whole duration is over.
The multiple morphs are gone - the broken potential is still there to a certain extent. Any two-player game might go sour if an expert Shang Tsung player can launch a combo as Shang Tsung, morph into the opponent, the do some damaging combos as well. It might force the other player to waste 2/3 of the meter to perform a Cccccommmmbo Breaker when the meter could've been reserved for bigger combos. I still use Shang Tsung occasionally but I don't think I could unleash his broken potential like expert players could.
