Street Fighter II V had no choice but to rush things through, right? That's why it's more of a CULT CLASSIC than mainstream. There are a total of 29 episodes. I'd like to think how these episodes introduce us to the Pax Bisonica concept from the Street Fighter (1994) film.
There was this quote from the Street Fighter movie that somehow got modified into this Anime:
The road not taken. But why? Why do they still call me a warlord? And mad? All I want to do is to create the perfect genetic soldier! Not for power, not for evil, but for good. Carlos Blanka will be the first of many - they shall march out of my laboratory and sweep away every adversary, every creed, every nation, until the very planet is in the loving grip of the Pax Bisonica. And then peace will reign, and the world, and all humanity, shall bow to me in humble gratitude...
In this case, Bison's quest is to create the perfect soldier and he's using Ryu, Ken, and also Chun Li! It's disappointing IMHO not to have Blanka since it could've been a cool plot. I kinda wished that after Zangief got Ryu -- Zangief would actually "cry" thinking Bison just gave a cool motivational speech. Bison's laughter her is pretty hammy like the late Raul Julia.
Bison has been aroused by curiosity about the power of Hadou. Bison and Ryu face each other for the first time. Here, Bison isn't a joke or a pushover. Bison had Ken chained and sedated. Bison is literally preparing super soldiers to march out of his laboratory to wipe out everyone. Bison's plans are fully sinister. What's too hard to avoid noticing is that Bison is firing bolts of electricity like the 1994 movie, aside from his hammy sadism. Well, if only they added Bison breaking the necks of soldiers beforehand! Bison's alreayd talking about beefing up the game for his Pax Bisonica!
The super soldier experiment has to be DAMN disturbing. Zoltar does something NOT allowed for TV-Y7-FV at all. Zoltar demonstrates the mind control chip by making the guinea pig KILL ITSELF. So yeah, that's just totally disturbing. Ryu would soon become the breed of one of those warriors.
The Charlie/Guile dynamic revisited
Charlie and Guile were sent to Barcelona, Spain, to recover Ken. As said, Charlie here doesn't look anything like the canon because of the time lapse between the production of Street Fighter II V and the prequel game Street Fighter Alpha. Instead, Charlie here looks a little more like Robert Mammone -- the very actor who played Charlie Blanka in the movie. Was Charlie actually the reason why Blanka was even removed or was it just because of Crayon Shin Chan defeating the Anime with Hentai no Hadou?
It was interesting see how Charlie and Guile actually HAD their flashback. The jungle incident wasn't revealed to be if it was part of Shadaloo OR not. IMHO, the incident was probably part of Shadaloo's operations before or just another random terrorist attack. However, I still can't help but think of the scene where Guile rode a military vehicle into Shadaloo HQ, it's pretty much like the movie. I mean, from the Van Damme-style Guile to Charlie looking like actor Robert Mammone.
Ken's Hadou Shoryuken
Ken doesn't learn the Hadouken but the HADOU SHORYUKEN. So yeah, Street Fighter II V avoided the mistake that Street Fighter American had. Ken learns to absorb the Hadou energy INTO his Shoryuken -- creating that famous movie where Ken's Fierce Shoryuken had flaming fists. The concept was introduced in 1993. Here? Ken had to EARN the Hadou Shoryuken. Ken discovers the technique when he's tied down by METAL CHAINS by Bison.
It becomes amazing when Ken's Hadou Shoryuken creates a pillar that Guile and Nash see from the ocean. Ken learns the Hadou Shoryuken, frees himself, and it creates an explosion. This move actually amazes Bison. Ken knows he has to find Ryu. But little does Ken know that Ryu (and eventually Chun Li) are about to become part of Bison's "perfect soldier" to help march into the world create the Pax Bisonica!
Other stuff
Fei Long returned in episode 19, talking to Dorai. It's also here that made it look like Dorai had died. Instead, Group TAC chose to spare Dorai -- FOR SOME REASON!
