Among the villains in Transformers, perhaps what I found find scarier are the Quintessons. There are the five faced Judges and the xenomorph-resembling prosecutors. They were first featured in Transformers: The Movie and their origins would be expanded in the third season. They had their mockery of justice that whether the person was innocent or guilty, they would feed them to the Sharkticons. later, they would show just how cruel and twisted they are. They're pretty much Cobra-La in the sense that they want to reclaim their former territory that they were rightfully ousted from. Despite having names, somehow they weren't given some virtual distinctions from each other like Scourge and his Sweeps. For me, they were incredibly nightmare fuel material.
They were also the creators of the Transformers Race: The Autobots were for industrial use and the Decepticons for combat use. Their frequently cruel treatments towards their creations caused a revolt to rise up from the Transformers when their very own creations developed sentience and turned against their cruel ways. So much they were forced to flee Cybertron and soon took over some planet that got mutilated by the and they named it Quintessia. They were so cruel they blew off their current home planet just to destroy their enemies.
The alliance with Galvatron was a treacherous one especially when they lied about the "Decepticon Matrix of Leadership" which DOES NOT exist. The whole alliance was treachery based since they could care less who won the fight- they wanted Cybertron back which was taken from them by the Transformers because of their cruelty. Pretty much, they deserved to be ousted from their home planet. While they did temporarily freeze all Transformers but it was so temporary they had to go away. Also, they later fooled Cyclonus into taking Galvatron into Torkulon but it was a failed scheme.
Later at least one Quintesson was needed to try and revive Optimus Prime which happened during the Hate Plague crisis. Well that was because the Quintessons once created a zombified Optimus out of the late Autobot leader's corpse. However they faded away into obscurity during the events of Transformers Headmasters allowing a less insane Galvatron (but this insanity returned anyway after the destruction of Cybertron!) to resume his role as nightmare fuel. So where the Quintessons are now, good riddance they are gone!
